In order to dissolve such a situation, we can insist that emerging economies such as China and India have key roles because their voices have become to carry considerable weight in the international arenas. Then, in the latter half of the paper, we examine the roles of three East Asian countries, China, South Korea, and Japan, each of which has a significant role in either the UNDCF or GP-EDC or in both.

This paper discusses the social welfare implications for the patent pool from the view of anti-competitive effect. We consider the asymmetry patents such as the basic patents and optional patents, and investigate whether the patent pool should include optional patents with basic patents. We also examine the two licensing schemes of the patent pools; the single package licensing inclusive of all patents in the patent pool and the multiple packages licensing which is desired by licensees.
